Ludwig was chairman of the Board of Visitors. This council represents the general interests at play at the walk-in centres.
Ludwig once worked at VPRO, including on the radio program Black Star Liner, which aired in the late 1970s. "It was the first program for black people," he says. And he is the inventor of the term "punk jazz."
But Ludwig was also homeless for nine years. He knows the world of his constituents in walk-in centres, or hard street life. It's quite a transition: from the crack of the whip to the meeting gavel of the Board of Visitors. He shrugs. "You have presidents who are a mix of Stalin and Pinochet. I'm really just an anarchist. It's about the cause, not the puppets."
